Intelligent Operations Center (IOC)

Amid rapid urbanization, cities are facing increasing pressure from traffic congestion, environmental pollution, infrastructure incidents, and the demand for 24/7 public services. In this context, the Intelligent Operation Center (IOC) has emerged as a core operational platform, playing a pivotal role in modern urban management. Beyond monitoring and incident response, IOC enables governments to transition toward a proactive governance model, driven by real-time data and AI-powered predictive analytics.

Intelligent Operation Center and Strategic Vision

The Intelligent Operation Center (IOC) serves as the “digital brain” of a smart city: a centralized digital infrastructure system responsible for integrating, collecting, analyzing, and monitoring all urban data flows across multiple sectors such as transportation, public security, environment, healthcare, and education.

Beyond observation, the IOC functions as a communication and decision-support tool, providing visual consultation and office operations across all devices. This allows leaders at all levels to access information remotely and make timely, informed decisions.

Core Objectives of the IOC System

The IOC system is designed to establish a centralized operational platform where all urban activities become transparent, synchronized, and controllable within a unified coordination framework. Instead of fragmented, sector-based operations, IOC promotes cross-sector data integration, offering managers a comprehensive overview and enabling faster, more accurate decision-making.

The core objectives of IOC include:

  • Multi-source data collection and integration: Connecting thousands of IoT devices, cameras, sensors, and specialized systems into a single centralized platform.
  • Real-time monitoring: Visualizing urban conditions—traffic flow, security alerts, air quality, public services—on a unified dashboard.
  • Incident detection and response: Automatically identifying traffic accidents, flooding, fires, security violations, and issuing alerts to authorities, while suggesting response solutions through data analysis and AI.
  • Public service management and citizen engagement: Allowing citizens to submit feedback and track resolution progress via IOC, enhancing transparency and two-way interaction.
  • Predictive analytics: Leveraging Big Data and Machine Learning to forecast traffic congestion, environmental pollution, and other risks—shifting from reactive response to preventive planning.
  • Reporting and decision support: Automatically aggregating and visualizing data through charts and heat maps to support timely, evidence-based decisions.

Four Functional Pillars of the Intelligent Operation Center

A standard IOC must perform four core functions, corresponding to four specialized sub-centers:

  • Decision-Making Center: Analyzes Big Data and provides reports, dashboards, and operational indicators to support evidence-based leadership decisions rather than intuition.
  • Early Warning Center: Operates 24/7 to detect potential risks—from geological disasters and environmental pollution to public security threats—enabling timely preventive measures.
  • Governance Center: Monitors urban operations, including public service efficiency, land management, and government agency performance, to continuously improve administrative effectiveness.
  • Command Center: Coordinates emergency responses, supports multimedia communication, and enables anytime, anywhere office operations to ensure seamless command and control.

Current Status of IOC Deployment in Vietnam

According to the latest statistics, 48 out of 63 provinces and cities in Vietnam are implementing smart city initiatives. Among them, VNPT has established a leading position by successfully deploying 36 provincial-level IOCs and 54 district-level IOCs across 45 localities. Viettel Solutions has also made a strong impact with IOC projects serving as the “digital brain” for multiple provinces, focusing on KPI analytics and centralized operational monitoring.

Provincial and Centrally Governed City IOC Projects

As of early 2026, more than 40 provinces and cities have operational provincial-level IOCs. Key implementation milestones include:

  • Ho Chi Minh City: Officially operational since May 2019, serving as one of the four core pillars of the Smart City initiative.
  • Da Lat (Lam Dong): The first locality nationwide to deploy an IOC in December 2019.
  • Da Nang: Launched a new IOC model in August 2023, regarded as the most advanced benchmark with comprehensive subsystems and deep integration.
  • Binh Duong: Provincial-level IOC operational since April 2022.
  • Can Tho: Pilot IOC launched on April 28, 2021.
  • Ba Ria – Vung Tau (Vung Tau City): IOC officially operational since late 2020.
  • Quang Binh (Dong Hoi City): Operational since 2021 with integrated security and traffic monitoring systems.
  • Group deployed in September 2020: Kon Tum, Binh Phuoc, Tra Vinh, Phu Tho, Hoa Binh.
  • Group deployed before September 2020: Ha Nam, Cao Bang, Tay Ninh, Ha Giang City.
  • Dak Nong: Deployed since 2022 with 9 functional subsystems.
  • Binh Thuan: Pilot deployment began in 2024 with 6 subsystems and 161 monitoring indicators.

District-Level and Specialized IOC Projects

The current trend is expanding IOC deployment to grassroots levels and specialized agencies:

  • Quang Nam: Widely deployed in Duy Xuyen, Bac Tra My, Nong Son, and Thang Binh districts; Nam Tra My and Dong Giang are in pilot operation stages.
  • Thu Dau Mot (Binh Duong): Expanded IOC deployment to city level in December 2023.
  • Central Inspection Commission: Phase 1 launched on December 10, 2024; Phase 2 scheduled for completion in June 2026; Phase 3 (early warning development) planned for 2026–2027.
  • Phu Quoc (Kien Giang): Implementing a comprehensive IOC project, expected to be officially operational by March 2027 to support APEC 2027 Senior Officials’ Week.

IOC Deployment by Solution Providers

Two major technology groups play a pivotal role in nationwide IOC deployment:

  • VNPT: Successfully deployed 36 provincial-level IOCs and 54 district-level IOCs across 45 localities.
  • Viettel Solutions: Implemented over 40 IOC systems nationwide, notably in Da Nang and Thua Thien Hue.

In addition to operational projects, several localities such as Ninh Binh are currently reviewing and standardizing their IOC systems to ensure interoperability with national databases in line with new technical standards.

Digital Twin tạo ra một bản sao 3D của thành phố, cho phép lãnh đạo thử nghiệm các phương án quy hoạch (như xây cầu, đổi lộ trình xe buýt) trên môi trường ảo để đánh giá tác động trước khi triển khai thực tế, từ đó giảm thiểu rủi ro và sai sót.
